we've been looking at ways to synchronize your personal data. FOAF isn't very well designed for synchronizing information but some elements of OpenID are begining to address that. That said, it's going to take some time for agreements to be reached.

Is a user able to edit the FOAF data in any way other than editing their bio? The frustrating part is that the main data I'd want to import is my LiveJournal FOAF file, where I have dozens of contacts (not to mention interests). The contact information isn't in my e-mail address book, and I don't want to do searches for each LiveJournal contact.

My understanding is that tribe.net's FOAF (eg. http://people.tribe.net/msggoat/foaf) comes from your main profile data here, rather than stuff you upload explicitly.

At what point during registration is a new user prompted to upload FOAF data? I've created two new profiles in order to import alternate FOAF data, but couldn't find any prompt or visual cue to do so. Please advise.
