We try to be careful about saying stuff is stable prematurely. Implementation reports are important... if you think bits of the spec are good enough to be baked, drop mail to rdfweb-dev@vapours.rdfweb.org (the FOAF list) and I'll add it to agenda for the next IRC meeting.
There are a number of terms in FOAF that are solid enough to get frozen I think. One thing that held us back was wanting to have some guidelines for moving things forward, ie. what counts as stable.
